PROGRAMMATIC AREAS. PROTOCOLS and PRINCIPLES OF THE NATIONAL BLACK COUNCIL OF ELDERS (NBCOE) MISSION - To engage, aid and assist in the building of a National Movement and Network, through the establishment of a National Council of Elders (NBCOE). The NBCOE’s role and function will be the formulation of a National Agenda, provision of spiritual guidance, designing of policy, priorities and the development of programs, services and various projects which will contribute to the growth, self-governance and economic empowerment of the African American Communities nation-wide. In accordance with the above pro-active, positive and prescriptive mission, the following goals and objectives should be immediately implemented: 1. Institution and Industry Building A.
